Mbale Area Federation of Communities (MAFOC) working with ChildFund is a child focused Community Development NGO operating in the Eastern Uganda, in the Districts of Mbale, Sironko/ Bulambuli, Budaka, Kibuku and Butaleja comprising of eight communities of Simu, Nampanga, Bugusege, Busiu, Mazimasa, Butove, Kadenge and Pulaka. The Federation seeks to recruit competent staff for the position of Community Development Assistants. MAFOC promotes an environment where children live in dignity to achieve their full potential, by addressing the experiences and root causes of child poverty and adversity at family and community levels, while improving chances for a better future. Reporting to    : Community Development Facilitator Responsible for    :    Community Mobilizer(s) and Volunteers
Duty Station    :            Any of the 8 Community Offices located in seven (7) districts of the Elgon Zone. Duration    :    1 year (Renewable upon satisfactory performance and availability of funds) Salary    :        4,800,000 (Annual gross salary)


The Community Development Assistant is part of the Community office team that will plan, administer, coordinate and monitor all community projects, mentor Community Volunteers, Children, Youth and Parents with a goal of becoming a “champion for children”. S/he will ensure that children are safeguarded from violence, abuse, exploitation and neglect at all times.


Sponsorship management
•    Conduct home visits to provide support, guidance and respond to child and caregiver well-being issues that need attention/corrective action.
•    Support the CDF in facilitating Sponsorship, child protection, disaster and security awareness in the community.
•    Work with the CDF to ensure that sponsorship work is carried out in a timely and professional manner and in accordance with donor policy.
•    Maintaining high standard of stewardship and accountability for all resources entrusted to him/her.
•    Appreciate and foster adherence to the organization child protection policy.
•    Engage children and youth in activities that promote their development.

Community mobilization
•Mobilize Parents, Community members, Children and Youth to actively participate in project cycle.
•Work with the CDF to mobilize other relevant stakeholders at lower local government level to participate in meetings and project implementation.

Process implementation, Monitoring and Documentation
•    Participate in program planning, implementation and monitoring.
•    Participate in CVS, M&E level 2 CBCPM and CFA data entry.
•    Work with Community Mobilizers and CDFs to implement CVS action plans.
•    Assist the CDF to maintain up-to-date child inventory.
•    Participate in all Area and Community meetings that require attention of the CDA. Participate in community sector committee review meetings (for Adults, children and youth)

Others Duties
•    Keep abreast with current trends on the latest community development approaches.
•    Attend to any other duties as may be assigned by the Supervisors from time to time.

•    A minimum of a certificate in fields such as Social work and social administration, Education, Adult and community education, Development Studies, Social Sciences, Social mobilization and Community Psychology or Development related field from a recognized University.
Additional or training in Project planning and management, monitoring and evaluation, Human resource management is an added advantage.
•    At least one year’s work experience in Community Development project.
•    Specific inclination in areas of child development is must.
•    Demonstrated ability in organizing and facilitating groups.
•    Demonstrated experience in human relations is required.

•    Knowledge and understanding of child protection standards is a must.
•    Working knowledge in community development work.
•    Sustainable Community development approaches; mobilization and capacity building.
•    Must be highly reliable and independent, able to work with minimal supervision under pressure.
•    Dynamic and result oriented.
•    Knowledge of the local language is an added advantage.
•    Motorcycle riding with a valid license is a must
•    Computer knowledge and certificate is a must.

Mbale Area Federation of Communities (MAFOC) is a child focused Organization dedicated to supporting deprived, excluded and vulnerable children living in poverty in order to have the capacity to become young adults, parents and leaders who bring lasting and positive change to their communities by promoting societies whose individuals and institutions participate in valuing, protecting and advancing the worth and the rights of children. MAFOC has been implementing INTRA-HEALTH / USAID funded three (3) year project (2018-20120) named RHITES-E in the two districts of: Mbale and Budaka. The overall goal of the project is to improve the quality, accessibility, and availability of health and social services in the focus districts. The project seeks to create an enabling environment and opportunities for citizens and community groups to raise their demands and hold duty bearers accountable for improved health and social services. Communities will also be empowered to participate in the planning, budgeting, and programming processes at village, parish, and sub-county and district levels in order to influence policy change and implementation.
Mbale Area Federation of Communities now invites applications from suitably qualified persons to fill the following vacant positions;

Overall purpose: Work with communities and facilities in the RHITES-E project, providing effective technical/project, planning, implementation and closely working with stakeholders, health facilities partners CBOs and brokering relationships among partner CSOs, districts and lower levels.
Project planning and implementation
•    Work with the Health unit staff, lay workers and champions to Increase availability of and accessibility to health and social services.
•    Build the capacity of different project community structures to ensure proper delivery
•    Contribute to the development of timely and quality quarterly and monthly project work plans.
•    Document good practices and change stories.
•    Participate in quarterly District Management Committee meetings, Sector committee meetings like the Extended District Health Team (EDHT) and other line departments like community services.
•    Foster partnerships and collaborations with potential partners in the cluster thereby maintaining regular communication and engagement with stakeholders at district and lower levels, as well as with media and sister CSOs implementing RHITES project.
•    Community monitoring and oversight role for health and social services.
•    Work closely with RHITES-E technical teams to ensure technical quality implementation of the project.
•    Timely collection of monitoring and evaluation data, compilation and submission of relevant activity/periodic reports on project activities, including compiling lists of signed data source documents from the facilities.
•    Prepare and participate in activity surge health campaigns in response to the identified DHT indicators within district health facilities.
•    Compile weekly and monthly project activity reports for accuracy and quality.
•    Provide accountabilities for funds within project approved expenditure.
•    Provide back up support to project areas of operation for activity out-put achievement once called upon by project Officer.
•    Partner with the project stakeholders including; the media champions, change agents, cultural & religious leaders, PLHIV networks to champion district based advocacy on key issues in health and social services.
•    Act at all times in the best interests of MAFOC while continually promoting the vision and mission within all sections of the community, as well as the media and/ or at appropriate events as agreed.
Person specifications
•    A minimum of Diploma in public health, epidemiology, or related field
•    minimum 1 year of progressively responsible technical, management and programmatic experience in HIV & TB programming in development or humanitarian contexts
•    Experience in project management including 1-2 years of field based social accountability and civic empowerment methodologies in an NGO setting.
•    Excellent verbal, written communication and facilitation skills.
•    Demonstrated understanding and knowledge of advocacy and decentralization relating to Uganda context majorly focusing on health and social services.
•    Fluency in Luganda, Lugwere or Lumasaba is added advantage.
•    Strong computer skills (MS Word, Excel, PowerPoint, Outlook).
•    Motor cycle riding license is a must.
•    Strong analytical and documentation skills.
•    Experience in proposal development and program implementation for Global Fund, USG (PEPFAR), and other bilateral, multilateral, and private foundations or corporations;
•    Experience in working with international bodies, governments, and donor organizations;
•    Willingness and ability to travel a minimum of 25% of time, often to complex environments.
•    Good knowledge and understanding of HIV/AIDS/TB and MCH advocacy issues in the focus districts.

Overall purpose: Responsible for coordinating the monitoring and evaluation components of the project thereby ensuring quality implementation and timely reporting of RHITES-E activities at district and lower levels
Duties and responsibilities:
•    Provide routine capacity building to staff on project M&E tools
•    Conduct routine monitoring of health and social service facilities using the score cards and other appropriate RHITES-E/USAID M&E tools.
•    Manage the M&E data base for USAID-RHITES-E Project.
•    Guide community champions in implementing the project
•    Report to the project officer on the progress in the districts on weekly basis including submission of weekly district progress reports.
•    Conduct validation of the findings of the scorecards with the facilities before presenting them to the RHITES-E.
•    Review field monitoring reports; analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.
•    Ensure safe custody of the project data and reports both in soft and hard copies.
•    Hold regular local meetings to reflect on project activities and gather opinions on future developments for feedback to project management.
•    Ddemonstrate / track progress against program targets, as outlined in the Monitoring and Evaluation Framework.
•    Undertaking specific monitoring, evaluation, research and learning activities to provide evidence to inform the progress of program activities.
•    Supporting monitoring and evaluation of program activities, including by providing advice and support to activity managers and advisers, and supporting implementation of the Training Monitoring Toolkit.
Person specifications
•    Degree in statistics, M&E or any other development qualification with a certificate or post graduate qualification in M&E
•    Proficient in Ms Office (word, excel, power point and access)
•    Ability to work in a team-oriented setting.
•    Strong communication skills.
